- There have been two articles in the San Diego Union, they are on the bulletin
- board at HRO. Here is a summary of the first one, I don't have a copy of the
- second article.

- good Samaritan.'' but that ``authorities confiscated Chris Boyer's portable
- ham radio last month after he used it to obtain emergency medical help for a
- seriously injured friend.'' It states that he ran into trouble because he
- called for help on a Sheriff's Department frequency that he isn't authorized
- to transmit on. They quote William Grigsby, engineer in charge of the San
- Diego FCC office: ``"Under the regulatory scheme, ... this kind of
- operation by persons who are not authorized is strictly prohibited,'' he is
- also quoted to say that ``We can't have a situation where everyone who wants
- to have a transmitter on the police or sheriff's frequency can, if this
- continues, we're going to have chaos for the law enforcement system.''

- get anyone, they also tried a cellular phone but couldn't connect because
- they were ``in a ravine, toward the bottom of a canyon''. He then rode up
- the trail a half mile and tried again from a better spot but still couldn't

- says `` "I look and this guy's bleeding, he's taken a head trauma," Boyer
- said. "I came on, gave my call sign - I wasn't trying to hide - and said,
- 'I'm a radio amateur with emergency traffic.' The dispatcher said, 'Go

- Two weeks later, he got a letter from Bill Kahn (communications coordinator)
- for the SO, telling him to meet with Kahn and an FCC person. He was given
- the choice of having to ``forfeit'' or be prosecuted by the federal
- government.

- There are several quotes from different people including this one
- from county Supervisor Dianne Jacob, who represents that part of the county.
- ``"The frequencies are protected for public-safety emergencies," Jacob said.
- "Well, this individual had an emergency.''... ``"I think anyone in the

- In the second article I think there was a story about how Kahn had used
- his SO radio to request help when he got hurt while off duty out in the back
- country. I think it also quoted all the part 97.403 and mentioned that

- Gary, you got lost somewhere in reading my post; I think of Morse as
- an aural language - I write nothing down. I hear, not individual letters,
- but entire words. There is no mechanical skill involved. Now, with that
- in mind, go back and reread what I said - it will make much more sense to
- you. And keep practicing to improve your code speed; once you hit 20
- you'll agree it is a language (then you won't have to waste so much of
- your time with anti-code articles). [Note the follow-up]

- Sure, absolutely, that's what I said. Read it again. If *neither*
- party were Novice/Tech+ then I think it's rude for them to occupy
- the tiny band segment allocated to N/T when they have plenty of
- alternative space available. However, if *either* of the parties
- were N/T, then they were obviously in the right place since the
- N/T *couldn't* operate anywhere else. It's great when experienced
- hams go to the N/T segments to give a contact to N/Ts, what's not
- so great is when they go there and chat with non-N/Ts and tie up
- the limited spectrum available to N/Ts.

- Geeze, read what I said. The Novice/Tech segments are small, and they're
- all that Novices and Techs get. It is rude for Extra, Advanced, or General
- stations to use those frequencies for contacts with *other than Novices
- or Techs* when they have a much larger band of frequencies to choose for
- their contact. What I'm saying is that it's polite to *give the Novices
- and Techs a break* by not carrying on Extra-Extra contacts in the little
- slices available to the Novice/Tech classes.

- I'm not one to flame Steve, but he was asking about the Omni V, not the
- Omni IV which, as any TenTec head knows, has a lot of DSP toys, so your
